Question I’m not sure about. Runner on 2nd and pitcher catch a short pop up in front of her. Pitcher returns to circle and runner returns to 2nd. After a bit the third baseman goes to high five the pitcher. Can the runner on 2nd run to 3rd? Pitcher stayed in circle and runner was already back on 2nd. Thanks.

As long as the pitcher is in control of the ball inside the circle, LBR is in effect when the batter is put out. That said, celebrations whenever runners are on base isn't smart.

I was watching an 18U game in the final inning with the tying run on 1B. There was a high pop-up to the catcher behind Home for the 2nd out, followed by a total loss of focus by the infield and the catcher in particular. She started celebrating with her back to the runner...nobody was covering 2B. I thought the base coach an idiot for not sending what looked like a reasonably fast runner.
