Runner at 1st. Batter bunts toward 1st. The 1st baseman comes down the line to field the ball. The runner from 1st goes to 2nd. As the runner is going to 2nd she makes contact with the 2nd baseman who is coming over to cover 1st.

Is it interference on the runner going to 2nd? Does the runner need to avoid the fielder? Or does the fielder need to avoid the runner?

Fielder needs to avoid runner.

Only 1 fielder is protected, in this senerio sounds like 1st basemen. All other fielder need to stay out of the runners way.

The only fielder who may legally impede a runner without possession of the ball is the fielder making a play on a batted ball. In the situation you have described, F3 is the one fielding the ball so no other fielder may impede a runner or they would be guilty of obstruction. Offensive players always have the right of way in running the bases unless as stated they are making a play on a batted ball. If 2 fielders happen to be moving toward a batted ball, the umpire must judge which defensive player has the best opportunity to field the ball and they are the only player protected from committing obstruction.
