I don't get the first part of the video.

Pitchers have to work the edges of the strike zone. If they don't, they'll get murdered. With the new bats and better hitting instruction, batters kill anything over the middle of the plate.

So, "hitting your spots" is pretty much mandatory for any pitcher. If a pitcher can't "hit her spots", she won't be doing a lot of pitching.

If a pitcher can't control the location of her pitches, then she really doesn't have any pitches. E.g., if a pitcher can't put a drop on the outside corner of the plate whenever she wants, then she really doesn't have a dropball.

Additionally, "setting up a batter" for a K involves throwing pitches at different locations around the plate in combinations. E.g., a common "set up" is high and inside, which is then followed by low and outside. That is, "hitting your spots".

So, I don't see how the first part of the video makes much sense...unless this is for 12U.
