encouraging young catchers to throw often

Long, long ago I read a life-changing post here about how crucial it is that young catchers throw to the bases— at almost all times, under almost all circumstances. I can’t find it by search, though. Can anyone help please?

I think young catchers either throw rarely or way too often. There is a balance that keeps the runners on their toes without tiring out the catcher and the fielders.
