Conferences are charged to the team. Depending on the code, pitchers may be removed from the pitching position, players or coaches may be ejected for initiating excess conferences.

Defensive charged conferences can only be given to a coach and not to a player.

True: Charged conferences are not against a player.

It doesn't have to be a coach; it is any bench personnel.

" CONFERENCE, CHARGED. A charged conference takes place when a coach or bench personnel requests time-out to meet with offensive or defensive personnel."

A charged conference also does not necessarily have to have time granted to be charged. If a catcher delays the game and goes over to the bench to talk with a coach, that is a charged conference. If one team requests a conference the other team can also meet without penalty, however, if they are not ready to resume play when the team taking the conference is finished it then becomes a charged conference.

NFHS's definition of conference refers specifically to a coach or dugout personnel requesting time. However, in 3-7-1 they state, "A request for time for a conference may be made by a coach, player, substitute, or bench personnel."

USA Softball's definition of a charged conference states, "When a team representative requests a suspension of play or delays the game for the purpose of delivering a message to another team member, unless the pitcher is removed from the pitching position."

USSSA's definition mirrors NFHS's in stating "a coach or bench personnel" in the definition, but then echoing the ability for a player to call time out in 10-5-A.

NCAA matches up with NFHS in stating "team representatives or team representatives and players to confer." What is different is that NCAA allows 7 conferences per game and does count conferences between players (i.e., the catcher goes out to the pitcher). USA's definition would seem to imply we (umpires) should be counting pitcher-catcher visits as conferences.

Only if the game is being played under the media format rule, 6.7, which supersedes portions of 6.12. Otherwise all of 6.12 applies.
Please show support for the assertion that defensive time-outs (i.e. pitcher+catcher+players, but no coaches/team representatives) are charged as a defensive conference.

6.12.4 Entitles the defensive team gets one conference per half inning, so that would be seven. The difference between the media rule (6.7) and the normal rule (6.12) is as applied to when a pitcher is replaced. As you mentioned the media rule only allows for 7 conferences per game. Rule 6.12.4 also says that one additional conference is allowed for each pitcher entered into the game. So this mean the first pitchers use a conference and is then replaced the second pitcher can now have a conference in the same inning with no penalty. 6.7 the second conference counts towards their 7 total in the game. 6.12.5 entitles the offensive team to one conference per half inning.

Meeting between defensive players are not charge conferences, but may be charged to the offensive team (if a runner on base vacates the vicinity of their base) 6.12.5.4
