Hit batter question?

0-0 count on the batter and the first pitch hits the batter on the elbow but batter's elbow was in the area between the batter's box and the plate. ( better known as the river ).
My question is what would be the correct call on this play?
I also seen it where the batter's elbow was over the plate!

If the elbow is in the strike zone when the HBP occurs it is a dead ball strike.
If the elbow is in the "the river" it is HBP, batter awarded 1B unless ump rules she purposely moved into the pitch in which case he would probably only award a ball.

The question is not where the batter's elbow was, the question should be where the ball was.

If the pitched ball is not completely within the batter's box, the batter is still required to make some attempt to avoid being hit by the pitch before being awarded first base.
If the batter is hit by a pitched ball that is not completely within the batter's box and the batter makes no attempt to avoid being hit, the proper call is a dead ball, and the determination of whether it is ball or strike is based on the location of the ball when it hit the batter.

The exception is USA Softball rules, which still require that the batter makes an attempt to avoid being hit by a pitched ball no matter the location of the ball.

I haven't seen any girls try to get out of the way, are they supposed to make an effort to get out of way, in ASA, or USSSA , or USA

As Ajay said in ASA/USA the batter must attempt to get out of the way

They must also still make an attempt to avoid in NFHS unless the ball is ENTIRELY WITHIN the batters box.

How would you call it as an umpire when it would occur ?

The OP gives 2 different scenarios. If the batter made no attempt to avoid and in NFHS the ball wasn't completely in the batters box, dead ball, batter stays right here, no attempt to avoid the pitch. Add a ball to the count. If the ball was over the plate, or the batter prevented the ball from entering the strike zone, dead ball, add a strike to the count.
