NFHS substitution Question

A pinch-hitter (B1) is put in to hit in place of F3. She draws a BB and then the coach wants to substitute a new player to Run for B1. At the end of the inning, F3 will re-enter the game.

Is it allowed to sub-in a pinch hitter and then sub-in a baserunner for the pinch hitter?

HS coach tried to do this in a tournament game and umpires woiuldnt let him, but couldn't explain why either.

Absolutely legal to use a pinch runner.

You can't use a "courtesy runner" for a pinch hitter & sometimes coaches misspeak and refer to a pinch runner as a courtesy runner, bit otherwise this is absolutely legal.

If you had 9 available subs you could theoretically put them all in the same position consecutively. They can only be in the game 1 at a time, but no rule about entering a new sub every pitch if a coach wanted to. But, they are all locked to the one position in the batting order.
