Intentional Walk Question

During our last USA/ASA tournament we were told that a no pitch intentional walk was not a USA rules and you still had to pitch it out. I assume you could do so until the other head coach takes a swing at you or you but a run rule/mercy rule.

Might be wrong why would rule against this, walk as many batters as you want.
Sorry, should have been more specific. A limit for non pitch intentional walks, but I see the pitches still have to be legally delivered.

International rules, just take your base no pitches. Go to 1st.
