So you would need to know the score of the game. All runs have a bearing on the outcome of the game (until they don't such as the last inning scenarios).

Correct; that's why DI is rare. An example of DI:

In the bottom of the seventh inning with no
one out and the winning run on third base, the batter taps the
ball to the pitcher who makes no throw to first base to prevent
the winning run from scoring. RULING—Credit the batter with
a fielder’s choice to gain first base and an additional fielder’s
choice if she gains second base due to indifference.


i.e. only run at third matters; hence defense is indifferent to batter advancing to second, as it has no bearing on the outcome of the game.

1st and 3rd taking 2nd is defensive indifference?
It may be "stat padding" but unless there is a real softball related score reason to not throw to 2nd, I'm not sure how you don't credit an SB in that situation.

I mean it's not the same kind of cooking as crediting an SB on a PB or WP when the runner wasn't going.

It is a SB; explicitly says so in the rules.

This. Defensive Indifference in softball is not that different than baseball. You only see defensive indifference scored in baseball games where a game is out of hand (think 12-1 in the 9th inning) and it doesn't matter to anyone whether the runner advanced to the next base.

...I agree that if runner is jogging to second solely to bait a throw, the intent is not to steal, and in this case, I would not award SB

So if I understand correctly if you jog trying to bait the defense and they concede the base it is not a stolen base. But if you run fast and slide hard and the defense concedes the base it is a stolen base. And all along I thought a stolen base an achievement by the offense not a gift from the defense.

Like you, I am not thrilled with always awarding a steal in the 1st / 3rd situation, though the rules explicitly define it as such. When a runner jogs to second to bait a throw, the intent clearly is not to steal a base, so awarding a SB in this scenario is too far for me to go. I feel justified in ruling this way by comparing it to the judgement call of whether a batter is bunting for a hit or a sacrifice (i.e. intent) yielding different scoring rulings. I don't know if this is strictly correct, but feel it is the appropriate way to rule.
