If in the umpire's judgment the 2B had a chance to make an out on the play, then he could have INT. If in the umpire's judgment the 2B had no chance to make an out on the play, then play on ............

bmakj - do you happen to be from Massachusetts? This exact call just happened last week in DD's HS game. They called interference on the runner. However, I thought this wouldn't be interference since the 1b already had a chance to make a play on the ball.

If there is still another fielder that had a chance to make a play on the ball (in the judgement of the ump), then it's a dead-ball out on the runner.

this was 10u tournament game on Monday

umpire said since 1B was in front of runner (she was in front of baseline, as is normal for 1B), she therefore had chance to make play. but it was line drive, there was no way she was getting to it, when it hit runner, runner was at least 6-8 feet past 1B (fielder, not actual base). and 2B was moving to try ot make play as well. Umpire was over behind Ss/3B (bases loaded). I guess he had bad angle, and completely missed 2B trying to make play (when ball hit ground, 2B was almost directly behind runner. he only said 1B had attempted to make a play before contact, therefore no interference.

I guess my real question is how do you judge if a player had a chance to make a play, because she reached for it, that was n instinct? and is it only one fielder that gets to make an attempt (without touching the ball)?

Text of the rule...

E. When a fair batted ball strikes the person, attached equipment, or clothing of an umpire or a runner:
5. After passing a fielder and another fielder has the opportunity to make an out.
EFFECT: Dead ball, and the runner is out. The batter-runner is awarded first base and runners advance one base if forced. Runners not forced to advance must return the the base reached prior to the interference.

More than one fielder can make an attempt, but determining whether or not a player had a chance to make an out is a judgement call by the umpire. Experience with the level of play is helpful for making that determination.

so with 2 outs bases loaded, this would end the inning, with no runs scoring on this play, correct?

Hmmm...not sure on that. The rule says, "The batter-runner is awarded first base and runners advance one base if forced." If the INT removes the force for the runners ahead of her, then the run would not score. Hopefully, we can get a clarification on that one.
