cv, I don't have a rule book in front of me, but I'm pretty sure that is the ruling, a swing and miss on a ball not caught for strike 3 is a dropped third strike regardless of whether it is in the dirt. I now DD got on base a few times (maybe on purposes, lol) because of it.

So batters now have to make an attempt to move or it is no HBP? In any sanction? USSSA/ASA USA/PGF?

As far as I'm aware ASA/USA and NFHS require an attempt to avoid. I don't believe USSSA does. PGF uses ASA/USA rules.

This has been the case for ASA/USA since at least 2015, as referenced by grmerrill.

It is different in all which is a pain... I believe I have this right:

USSSA does not require an avoid - but you can't move into it.
NFHS does not require an avoid if the ball is in the batters box - but does if it is not (College is much the same) - and you can't move into it
PGF uses NFHS rules I believe so the same requirements (I have only done one PGF tourney and that was the rule set they wanted used so I assume this is national)
ASA still requires an attempt to avoid
