    Default NSA Twin Rule

Sorry for this easy question, but have been playing USSSA and going to NSA this season.

NSA rulebook states in Section 6 that a team must have 12 players if using 2 EPís and the twin. I would think you could use the twin if you only had 10, am I correct, or can the twin only be used if 12 players are available?

You can use the twin with 10. It's a nice rule when you get to play NSA.

The rule is simply saying you must physically have the number of players available based on what you are trying to do with the lineup. No you do not have to use 12 players to use the twin option.
