Runner at 3rd base, 1 out, 4 hole hitter at the plate. Intentional walk. The ball is returned to the circle as she gets to 1st she rounds and goes to second at a slow jog. Meanwhile as ball 4 has crossed the plate and is promptly returned to pitcher before batter gets to 1st, 3b runner retreats to 3rd but when she sees runner round 1st she comes back off. The pitcher has done nothing but stare at 3b runner since she received the ball. She has not even looked at runner rounding 1st.

On a walk the LBR takes affect when the batter-runner touches 1st base.

That she keeps going has no effect on the runner on 3rd, she needs to go forward or backwards, she can not just stand there.

If I am reading your post correctly runner on 3rd should have been called out on LBR violation.

Now let's go one step further, after the LBR violation there is a play at second and runner is tagged out. Does the LBR violation in anyway affect the play at 2nd? IMO there is plenty of time to get a LBR out and a play at second without an ump saying she was making a play and LBR is not enforceable

Ball is dead immediately on a lookback violation, any other runners on base not called out on the lookback violation return to the last base occupied at the time the ball is declared dead.

Doesnt the runner on 3rd still get to leave the base and make an immediate decision to continue home or retreat since she was on the base when LBR went into effect?

No, once the lookback rule is in effect a runner on base may not leave the base. If they are off the base and stationary they must immediately choose to go one direction or the other. If they are moving when the lookback rule goes into effect they may stop once but then must immediately advance or return.

Comp is dead on with all of his responses but I would add that there is no rule on how fast one must advance forwards or backwards once the LBR is in effect. You can walk really slow just as long as you don't stop.

Yep agreed but I don't see how this would help third base runner other than to shorten the distance home IF she is enabled by pitcher throwing to second. Testing my understanding so would you agree that the sole purpose of third base going back slowly was in case she got enabled in the throw?
