there was no safety health issues, the two umps just switched. not certain why only one for all but championship game, but it was not a very good tournament in lots of respects.

played at a local HS athletic fields (10u, 8u played at MS across the street and one game at HS on SAt), two fields, varsity and JV. JV had no dugouts, no fences (just backstop, with a bench behind either wing of backstop), and very close to treeline (lost a couple of game balls to the woods), when DD was in right, I swear a spectator was only about 30 feet behind her (playing fairly shallow) across field.

friday night apparently sprinklers left on, so Sat games delayed about one hour to get fields playable, and they were still rough for our first game (second game of day on JV field, huge mud puddle in front of the bench). Sun games also delay, but apparently due to fog, cannot fault anyone for that, was not there early as DDs team earned early morning byem, so cannot comment on that judgement call.

appears HS instructed them not to open the real bathrooms, and portapots were gross. not certain they realized this was a tournament centered on female athletes. DW literally refused to pee all day sunday (she was not there Sat)

food truck supposed to show up did so late, no breakfast (had to run DS who came with me to watch to nearby convenience store, plan was to buy breakfast once we got there)

and besides switch, umps were poor to fair. in championship game, field ump missed 1B coach pushing her player to proceed to second (physically pushing, not verbally). one girl on other team got 4 strikes (and 1B coach for opposing team thought so too!)

on to this weekend, this is a UTRIP tournament, so hopefully better.

I never witnessed, but I do remember playing in a 10U All-star tournament and the team we were playing had 4 outfielders. Our coaches didn't notice, but I knew the umpire from our games and mentioned to him that they had 4 outfielders. He looked out and they said to me "Don't worry none of them can catch".

In 10U rec. we were allowed 4 OFs.

One hand I do not know how umpires keep up with local rules, other hand read a sheet of paper before the game.

both tournaments we have done so far this fall allowed 4 OF, but our team stuck to 3, coach (who I agree with) said she wanted them to play like they are going to play in spring (rec also normally allows 4 in 1ou and under, mostly to minmize bench time). few other rule mods (no D3K in most of our games, one tourney had no stealing home, run limits). this one this weekend should be much closer to regular rules (not certain about D3K and run limits though).

When we played , we just played real softball rules in All-stars. Rec was 4 OF no stealing home. I have witness tournaments that had run rules for 10U, but we never played in one.

First DD at 10U they played in a few tournaments that in pool play you could bat until you scored 5 runs or until you went up 5 runs on the opponent which ever was greater.

I remember 1 game where we scored 5 in the top of the first (half inning over) and promptly gave up 10 in the bottom of the first (inning over), good times.

As for the OP I've never seen umps switch mid game unless there was an injury or there was a substitute ump because the guy who was supposed to do the game was running late for some reason. Never seen them flip flop back and forth like the OP describes.
