Rationale:
An illegal pitch has no effect on a base runner in softball since they cannot leave the base until the pitch is released. The committee felt that awarding a ball on the batter and a one base advance for any runner was an excessive penalty on the pitcher’s illegal action.
Flosoftball didn't mention the IP rule change on their article on twitter. Honestly if you read the rule, it's still not very clear.

I know this is posted above, but really, its not very clearly written and still open for misinterpretation.
