Looks like the one posted before yours has one key difference. It states (emphasis mine):

When you cut and paste from the PDF you lose the strike through font. I couldn't figure out how to add it back in. I added the extra words or it would not have made sense.

We are all looking at the same document.

You are correct and I still Missed the strike through portion not showing. It does make more sense with the strike through shown but its still really not clear.

This is a big change but not unexpected.

It was the same proposal and reasoning offered to ASA's council a few years ago, but received next to no support from anyone except the umpire's committee. Maybe this will give them a nudge to move in the same direction

Yes...this proposal along with a rule change proposal to allow female pitchers to leap were both defeated at the 2014 Council Meeting.

In asking around the meeting after the vote, the main reasons I heard were that many members were not ready to make such drastic changes without the other major sanctioning bodies (NFHS and NCAA) doing the same. May it will come up this year again.

So 9.5 still seems confusing they state: " Obstruction occurs when a defensive player, not in possession of the ball or in the act of fielding a batted ball, impedes a batter's attempt to make contact with a pitch or impedes the progress of any runner who is legally running bases on a live ball." Which would leave you to believe that you can not have obstruction UNLESS the runners progress is impeded............but then they go on to clarify "It is obstruction if a defensive player is blocking the whole base/plate or base path without the ball and/or the runner does not have a clear path to the base/plate." Now there is no mention of impeding only lack of a clear path........then further clarify "4 . In past years, coaches taught their players to block the base, catch the ball and make the tag. Now defensive players must catch the ball, block the base and make the tag."

It seems like with each clarification they get away from the impeding progress language and lean towards the you can't block the base without the ball period language. WHY can't they simply say what they mean?????

How much do you think the changes to 11.2.5, 11.15.1 and 11.21.4 affects a slapper's game?

this actually seems pretty significant from me and will keep slappers closer to the plate and maybe lose half a step...although it is still going to be a straight judgement call since after the second or third inning you cant see the lines anyway it would just seem its a lot harder to argue that no part of her foot was outside the line that her whole foot.
