Dropped Ball- Little League Minors Division (9-10) Can the runner advance?

There was a "dropped ball" by the pitcher in a LL minors game.

The runner scored from 3rd, but after a discussion she was returned to 3rd and a ball was called on the batter.

I'm fairly certain this is correct, but I wanted to be sure.

At higher levels the batters are awarded a base, but at 9-10 year olds in Little League they are not.

Is this correct?

When was the ball dropped? Was it before the pitcher had started the delivery or was it during the delivery she dropped the ball?

If before, its just a live ball and the lookback rule is not in effect. No ball on the batter and the runners are free to advance at their own risk. If the ball was dropped during the delivery, then it is a ball on the batter the ball is live and runners can advance at their own risk.
