Hesitation rule

My player had the ball in the circle , with a runner on first. On the pitch the runner gets off a little far. Catcher throws to pitcher in the circle. The runner while moving back to first base stops as my pitcher lifts her arm in the air with the ball ( showing her the ball). Nothing called, as she stops fakes to second and then steps back to first. The umpire said that the pitcher "made an attempt" so she could fake and stop. My attempt and his are two different things. I don't think just raising an arm is an attempt. If my pitcher stepped toward out of the circle , that to me would be an attempt. In his thinking all she had to do was look at the runner and that is an attempt. Someone help me out. Thanks!

It doesn't have to be an actual attempt, just any movement that a runner would reasonably interpret as the start of an attempt.

To start, there is no such thing as a "hesitation rule".

Any motion which the runner could consider as the pitcher making a play releases the runner from the LBR.

And when it comes to what is considered making a play, I don't think your definition carries much weight :)
