High school (NFHS) is the only rule set I am aware of that does use step and reach as part of their interference rule.

Interesting. Never heard of step and reach. Had to look it up here to know what you were talking about. DD's first year in HS softball.

The "step and reach" usually applies to batted balls that have been deflected/touched/muffed by a fielder. For most rule sets, once the fielder touches the ball and it deflects without being caught, they are no longer considered to be "in the act of fielding a batted ball". The fielder loses her protection from being interfered with.

NFHS/high school extends their protection. So long as the ball is within "a step and a reach" of the fielder, she is still considered to be in the act of fielding the ball.

Having said that...I don't see "step and reach" applying to this play. This wasn't a case of the fielder mishandling or deflecting the ball.
