Safety Bag Question

Had this come up in a USSSA tournament last month. Can the defender use the safety bag at 1st base? In this case it was a dropped 3rd strike and the catcher was throwing the ball from foul territory on the first base side, so if the first baseman doesn't use the safety bag to stretch into foul territory the catcher has to throw across the runners path. I have seen the same thing happen on bad throws in the infield to first base and whether the safety bag can be used to touch first base.

If the ball is being thrown from foul territory on the 1B side, it is acceptable for F3 to use the extended part of 1B. I don't believe that is the case if the ball is being thrown from fair territory.

Yes, fielder can use safety bag, runner can use regular bag. There is some wording I did not have access to but passed ball is a good example, ball coming from out of play.

FTFY. Ball is dead when "out of play" (i.e. outside live ball territory)...

Same question, but with ASA rules does this apply? We play with ASA/USA rules and I have always taught my 1B's to yell "outside" (foul and one foot on orange bag) to our catcher (catcher says same) on any dropped 3rd strike that goes toward the fence in foul territory towards 1st base dugout. Is there a link to the ASA rules section that covers this?
