100% agree with you on that (see my post below for an example). But if it isn't in the rule book, then I'm lost on why this would be an issue. I get the tucking shirts in rule that is enforced occasionally (50-50 in what I've seen locally), But eye black? There's no competitive advantage gained by looking like John Randall, or Roger Clemens when he drew the eye black across his nose. Even if they look ridiculous to us, that is between them and their teams. There's no safety issue. And I agree with the posts above about how laughable it is that anyone would be intimidated by eye black. Maybe if someone is spelling out words with the eye black I'd see an issue, but I haven't seen that before.

From what I understand where it is an issue the argument is intimidation. And without comparing players to bikers, think of it as them not being allowed to wear colors in a bar. I agree it is laughable, but in today's world some of the debates about "safe spaces" and offense, I wouldn't doubt that someone has thought this was a rule-deserving issue. Remember, we are talking about the same people that believe a pitcher wearing sunglasses is a distraction to the batter. Both of these are foolish, but so are many people in youth sports.

Happened to my DD1 as a freshman in HS 2 years ago. For what it's worth this was in the Los Angeles area, CIF-Southern Section, where they use NFHS rules with local modifiers. Plate umpire made her wash it off. It wasn't extreme, just a little "tail" hanging down each side. It hasn't happened since.
