We had a dropped third strike runner going to first is hit by ball, runner safe and run scores. the other coach comes out and appeals to umps they call runner out no run. The call was all safe until appealed, is this correct.

It is not an appeal play, if the umpire judges it to be a running lane violation it should be called on the spot by the umpire.

That's what the coach argued to no a vale, lost by that run. lol

That's IF it really was a running lane violation. You provide zero information that would let someone even begin to guess if it really was.

What rule set? Where was the batter-runner when the ball hit her? Had she reached the 1/2 way point between first and home? Was she in our out of the three foot running lane?Where was the throw coming from- fair or foul ground? Was there a double first base in use? Where was the fielder set up to take the throw- inside or outside?

The answer to any one of those could completely change the call!

What rule set? USSSA
Where was the batter-runner when the ball hit her? Not sure on her way to first
Had she reached the 1/2 way point between first and home? Yes
Was she in our out of the three foot running lane? not sure didn't have double lines
Where was the throw coming from- fair or foul ground? Was there a double first base in use? foul, yes a double base
Where was the fielder set up to take the throw- inside or outside? Inside

Really only wanted to know if it was appeal-able, the call was safe until after the play and the coach questioned it the two umps conferred and changed the call the rest seems irrelevant.

You can understand the concerns of the umpires on this board, especially since this very same question was asked in a recent post. http://www.discussfastpitch.com/softball-rules-questions/28468-verbal-call-question.html

The information BretMan asked for is because it matters what you or the opposing coach is asking for. Umpires can be asked to go for help on most plays; it is up to them if they feel the other crew members may have information that could affect the call.

As Comp posted, your case is technically not an appeal even though people often refer to it that way (see Rule 9 below). Coaches can usually request time to discuss the basis of any call/non-call (see Rule 14-8 below). Note: "Judgment" refers to things like whether the pitch was within the strike zone or the runner was out before reaching the base.

Assuming the throw was coming from the foul side of 1B line, the batter-runner and defense were entitled to use either portion of 1B and the running lane was expanded to 3 ft inside the 1B line. Your coach should have gotten an explanation of the reversal and questioned any aspect that wasn't consistent with the rules.

RULE 9. APPEALS
An appeal is a play or rule violation on which the Umpire does not make a ruling until requested by a coach or player
Sec 1. Types of appeals:
A. Missing a base, either advancing or returning (live or dead-ball appeal).
B. Leaving a base on a caught fly ball before the ball is first touched (live or dead-ball appeal).
C. Batting out of order (dead-ball appeal only).
D. Attempting to advance to second base after making the turn at first base overrunning first base (live-ball appeal only).

RULE 14. UMPIRES
Sec 8.
Any Umpire’s decision, which involves judgment, such as whether a hit is fair or foul, whether a pitch is a strike or ball, or whether a runner is safe, or out, is final. If there is a reasonable doubt about some decision being in conflict with the rules, the coach or captain may ask that the correct ruling be made. The Umpire making the decision may ask another Umpire for information before making a final decision. The use of videotape by game officials for the purpose of making calls or rendering decision is prohibited. No Umpire shall criticize or interfere with another Umpire’s decision unless asked by the one making it.
NOTE: The Plate Umpire sometimes asks for aid from the Base Umpire when there is a question as to whether a batter’s half-swing is to be called a strike. As
an aid in deciding, the Umpire shall note whether the swing carried the barrel portion of the bat in front of the batter’s body and in the direction of the infield, but the final decision is based on whether the batter actually struck at the ball.
