I think it was slugger who said his DD could throw underhand from the fence to home, long toss.
The question is: Any correlation to over hand throwing speed and windmill speed?
There is a correlation, but that doesn't mean there is a one-to-one relationship. The maximum overhand speed is around 105MPH, but the maximum softball pitching speed is around 85MPH.
Mleber: At your DD's age, most likely she has a problem with her mechanics and how much she practices. As suggested, post a video.

My DD practiced pitching much, much more than overhand throwing. She played 1B and pitched...so, after she was 10YOA, she never threw the ball overhand as hard as she could. I doubt she could throw overhand anywhere close to her underhand speed.
