Most important? Good form. With good form; speed is a natural byproduct. Control comes from practicing good form. Once you can demonstrate proficiency with good form, start working on drop spin. Add a change. Begin to understand and play with the rise next. Then, spend the next 4+ years mastering the three.

Spot, if there is no control, well, your not gonna pitch for long. But speed in my opinion is the weapon of choice, not just blazing speed, but mixing speeds, throwing off timing.

Picking one, my choice would be speed. Though I agree pitchers can be effective with spin and location without speed.

With speed, control and spin can be can be off a little and you will still get swings and misses/foul balls/weakly hit balls. The difference is, with a hard throwing pitcher, mistakes usually aren't made due to not having the speed.

With spin and location, mistake pitches can be either flat or thrown red...that can get you destroyed as a pitcher, especially without speed.
