SPRINTING!!!!!
Hard core as if shes racing against Usain Bolt.
Do 5 or 6 sets of 50 yard dashes 3 or 4 times a week in addition to her regular routine of long toss and pitching regiment. Time her to show gains. The overall athleticism, strength, coordination, and pitching speed will jump dramatically. As a bonus, she'll also be a better base runner!
So, to answer the OP question.
I believe the shorter girl is in fact stronger, has more overall athletic ability, and is probably in better shape. This explains why we see the number of D1 pitchers who have what we'd consider poor mechanics able to reach speeds of 65+ mph... Its not always because shes got an amazing PC or mechanics. Its because shes an absolute athletic stud, who is able to overcome the poor mechanics with pure strength and athleticism. So, if we're lucky enough to find one of these diamonds and teach her clean mechanics...the sky is the limit!

While I agree 100 percent it is important to note that the reason for the explosion off the rubber is that it's the precursor for resistance, creation of torque... You can explode off the rubber all you want, but without resistance it will not matter. I would focus on leg strength and explosion only after having a good handle on all 4 points of resistance.
