Is this arm movement legal ?

Hello everybody,
Thanks for this wonderfull forum.
I'm a pitcher from France learning a lot here !
So here is why I post : I'm wondering...
Regardless to the feet action (in France it is legal to leap) do you find her arm action legal ?

She would be legal in NCAA but nowhere else.

If I am looking at this right she is pausing her arm circle at her hips, after she starts forward, it order to replant.

Fine a leap is legal, the replant can not be.

Sorry I don't get it !

I guess she would be "illegal" in NCAA because of her leaping at least !
Was that humour ? (I'm French, I might miss something)

Tx for your answer ! So you would call her illegal because the stop in her arm turns the leaping into replant ?

I think everything else is noise, she is replanting which is illegal everywhere I know.

(If I was her coach I would eliminate that pause, might stop replant)

Ok ! I got it ! I was more concerned on the stop in the arm circle; which I thought, as to be continuous once she goes forward !
So let me understand it right : would you call this one a replant also ? If not what makes the difference ?

She is illegal everywhere on the planet. A step back, then a gym step, a leap, and finally a replant. She has it all. Illegal motion aside she is a mechanical mess.
