Couple comments.....

USA Softball held their annual council meeting about two weeks ago...while I have not yet heard the outcome of the vote on any rule changes, I can tell you that eliminating the requirement to start with both feet on the pitcher's plate was not even a proposed change for 2018. It could be enacted by emergency legislation, but I would be very surprised if it was simply because the WBSC has changed their rule. Bottom line..at this point, pending the publishing of the changes for 2018, nothing has changed with USA Softball.

As stated above, leaping is allowed for both Men and Women under WBSC rules. Leaping and Crow Hopping are NOT the same thing. A leap is when both of the pitchers feet are not in contact with the ground at some point in the delivery of the pitch. A crow hop is a small skip forward with the pivot foot before releasing the pitch. Usually, a crow hop and a replant are seen together. The crow hop and/or replant are still illegal in every softball rule set that I am aware of.

Replanting is pretty much the only thing that annoys me, it can not ever be legal and needs to be called. Most the other stuff should just go away IMO. Put a foot on plate, no tricks with ARM circle, have at it.

I was posting the current rules for people like myself who didn't know them....I didn't mean to offend. The USSSA rule was posted for people who were more familiar with their rules to be able to view the comparisons.
I do believe the way the current rules are written is open to interpretation....just my humble opinion.

Crystal, I was not offended at all!!!! Sometimes words can make it seem like there's anger, etc. when typed but, I wasn't mad. And I'm glad nobody got in my grill about the "always cheat" thing. It was a joke but there's usually at least one who doesn't get it and actually thinks someone is advocating cheating.

Does item #7 actually eliminate crow hopping?

I don't think it will because, in the men's game, nobody cares if the pitchers crow hop. The men, yes even the hitters, don't care and would rather have it than 100 IP's called.

The whole "leaping vs. Crow hopping" can be a very fine line and hard to see the difference for some. I'm surprised, based on the number of DM's I got how many people remember me predicting this would happen. Another prediction is, it won't take the women long to make crow hopping the norm for pitchers. They will learn from their male counterparts and will soon be flying off the rubber.

If ASA didn't vote this in THIS year, it'll go into effect next year or shortly. And NCAA is soon to follow. Maybe NCAA will change at the December NFCA convention? USA is he only country in the world which has/had separate rules for men and women. That will soon change.

When the pitchers are able to leap and use the step back from the rubber I'm sure we'll be hearing about all the 12's throwing 64 mph without using a grandpa radar gun.

To Hillhouse point many umpires seem incapable of "seeing" a leap at full speed. Even though any PC worth their salt can see it from a field away. Seems highly unlikely that they will suddenly develop the superpowers they claim are necessary to recognize a crow hop. :)
