one of the reasons you are getting lower readings is because the ball is getting to the glove faster.

That's not the way a RevFire works. It will give you speed based on the accel/decel times over the distance you set in the hand-held readout. The revolution per seconds measurement is not dependent on the ball being thrown. The spin rate can be read by just spinning the ball. When I first got mine I was playing with it trying to see how many rps I could get just spinning the ball. I was hitting 17 rps and feeling good about myself. My DD comes home from work grabs the ball without any warmups and spins the ball at 23 rps. She hadn't worked on any spin drills in years. She still had the muscle memory from all the drills she did while pitching over the years.

Really low revs indicates the fingers are most likley outside the ball at release. Being that she's newly transitioned, she may be over exaggerating IR and forcing it. Film her in slo motion and pay close attention to finger placement at release.

Where should her fingers be placed through release? I always tell her to keep her fingertips behind the ball through release. When you say outside of the ball, do you mean like throwing around the ball?

I'm asking if her fingers are outside and her thumb is close to her hip at 6:00 (like a change up typically is)?
... again, when girls first learn about I/R they tend to over-exaggerate it, and the pitch loses a lot of spin as a result. Just be sure to emphasize loose and relaxed from the elbow down, and strong and tight to the ribs from the elbow up... this approach will allow I/R and brush to happen naturally.
