I know it's probably been discussed a million times on this forum.... But the dd was called for illegal pitching today for quick pitching several times. And "not presenting the ball" once. She gets sign... Approaches rubber and then pitches .. I'm confused... Can I get some help :(

Sounds like a bad umpire. There is no requirement in a any rule set to present the ball. Once she gets on the rubber she must pause. As long as she does that, there should be no issue with "quick pitching". The rule very poorly written and often misconstrued.

No. As I said it is poorly written. Paraphrasing its states the pitcher must stand on the rubber, hands apart and receive or simulate reviving a signal from the catcher. So we have a rule in the game where you are supposed to play make believe? Who writes this crap? The assumed intent is to prevent a quick pitch/walk through not so an umpire can adjust their coke bottles so they can see the pitch. Definitely needs a rewrite.

Do you have to be standing on the rubber to receive sign?

You need to change your DD's pre-pitch routine order. The umpires are used to seeing a pitcher step on the pitching plate with the hands separated, taking a sign, bringing the hands together and then delivering a pitch. If she is getting the sign off of the pitching plate, then steps on the pitching plate and delivers the pitch all in one motion there are umpires who will/can perceive it as a quick pitch. Would need to see some game video of her to say for sure.

As far as "presenting the ball" goes. There is no fastpitch pitching rule that contains the word "present" in it. That is a carry over from slow pitch many, many years ago.

As far as time to deliver the pitch I believe there is a rule that states no more than 10 seconds and not less than 1 second once the pitcher takes her position on the pitching plate. I'd have to go back and do some reading to be absolutely sure. Most umpires are good with a touch-and-go where the pitcher brings her hands together without putting the ball into the glove at the start of the pitching motion.
