20 second rule

watching an ESPN Replay of LSU vs PennSt,
and the ump is having a dickens of a time with the new "20 Second" rule.

awarding ball to batter count for taking too long,
but only after obnoxious pleadings from each bench.

I dont see how this rule is going to enforced very well going forward.
Umps just arent used to tracking or even thinking about this.

I did not see game so can not comment on that part.

Umps are all over the place, if game is moving along rule should just be ignored and not monitored.

If pitcher is taking a couple minutes to pitch, warn them, put them on clock.

I do not need dugout chirping at me, I would have a talk with them.

(DD plays you can get away with anything, not to many people care. She has been warned for quick pitching, 1st timeI thought was funny. 2nd and 3rd not so much. She does not let umpire get set. So I am a poor person to provide an option)

International softball it is real easy. They have a giant shot clock counting down, and if it gets to zero then that is it. Not a lot of grey area.

I would need to go back and rewatch the game, but if memory serves me correctly something happened like the pitcher dropped the ball in the circle thinking there were 3 outs when there were only 2 and it caused the delay and was the only time a ball was awarded to the batter. As long as the pitcher is toeing the rubber and ready to pitch within a reasonable amount of time they are not going to nit pick the rule.

first violation was called on Penn St. Seemed like there was some confusion on getting the sign from the catcher, or maybe sign from the dugout wasnt understood.

second violation called on LSU. Hoover was in trouble, coming in in relief, and was a bit wild. she shook off a sign, and stepped off the mound to reset.

Nothing new about the rule, there has always been a time limit on the pitcher. In most rule sets it is 20 seconds from the pitcher receiving the ball. In NCAA it is 10 seconds for both the pitcher and batter to be in position, the pitcher then has 10 seconds to bring the hands together and another 5 seconds to deliver the pitch.

The announcers kept commenting about how the rule was new, this season.
Maybe they weren't aware...

NCAA added the current rule, which Comp summarized, about 8 - 10 years ago. Nothing new about it. The rule was put in place to stop the "cat and mouse" games between the batter and pitcher....stuff like the batter asking for time because they think the pitcher is taking too long to pitch. The umpires have been instructed not to allow time unless there is a valid reason...a wind gust blowing dust in the batter's eyes, for example. Umpires are just to keep the count and enforce the respective penalties. Most of the time, it is not an issue...but the rule is there to be used if needed.
