Yes, they can IF they have been doing it. I would not do a full program if they have not done it in the off-season. They could do some basic strengthening shoulder and core exercises but I would not ''start'' serious lifting in-season.

The goal of in-season strength and conditioning is usually to maintain off-season gains.

And lifting sessions have to be worked around games and practices in a smart way. Don't lift the day before or the day of a game (except after the game).
