Well isn't it more obvious?

Pitching, Pitching, Pitching!

When a 12u is basically got a couple of pitches and slight movement of course the batters are going to take full swings and tee off on some pitches.

An 18u batter facing a dominant pitcher with 4+ pitches in her bag and anywhere from 3-6+ inches of break on them most 18u batters are not taking full on swings unless they are ahead in the count and guessing fastball.

Know what you mean OP. I've seen quite a few younger teams that were fundamentally better than older teams. Each class gets better and better. There is a better level of softball coming.

Went to a 12u game and 18u game. In general, I thought the 12uers had better swing mechanics and hit the ball harder than 18uers. The 12u game (7 innings) had no walks and only 3 or 4 Ks and the defense was spectacular. The 18u game had multiple walks and Ks. The 18 u players seemed like they were just trying to make contact with short armsy swings. Kinda slappy swings (not much coil) with a lot of weak fly balls. I don't know why, just what i observed.

Also both 18u teams had slappers that were basically impossible to throw out if they got it on the ground. Both teams also employed some crazy defensive shifts against slappers.

I'm gonna add that to the name of a swing up here in the Upper Midwest...

Rolling Hard...We see that wimpy, armsy swing up here in the Upper Midwest on a regular basis
The Minn-Dak Armsy Swunt is taught up here with glee by many batting coaches...And I think every one of them should stick to golf

So I know exactly what you are saying when you say ...the 12U-ers had better swing mechanics and hit the ball harder than 18U-ers...

There is no wimpier swing than the Minn-Dak Armsy Swunt

Not uncommon for a parent to think like this. Had a parent try to tell me that 10U today is like what 18-Gold was two years ago.

I laughed. It always amazes me how far from reality some parents can be.

That is funny.

Do you think HL 10u is better today than 8 years ago? 4 years ago? The kids just keep getting better every year IMO. I credit the coaching.

10U has an issue in which many of the young ladies do not have a strong sense of body awareness yet.

I think if you viewed 16U past and present then I'd agree that game is getting better. Ditto for 18U.
