Maybe try a drill that works on the "rock the U" or "rock the baby" motion to get the front shoulder angling down more at toe touch?
If she needs a visual, try placing a hitting stick across her shoulders - the length exaggerates the shoulder tilt, making it easier for her to see the position she should be getting to.
