When is "Go"?

Short answer is turn the handle at go instead of pulling the knob forward.

I've seen the term used a lot - maybe used it myself. But I get the feeling many use it as a specific point in the sequence. Is it just the point where you commit to swinging? If specific, I would think it would be at heel plant, which (for me) seems to be the trigger to completing the swing.

Or is it just the point of max "stretch" (i.e. SNF, and maybe Command Drill)?

This "Go" falls into the Angle and Acceleration phase with 2 sub-phases (complicated, I know). First sub-phase is setting Angle/tilt of the shoulders to get on plane/path with the incoming pitch. Typically, I would say this comes after the "scap load" love it or hate it and the batter is just about to initiate their turn.

Second sub-phase would be Acceleration of the barrel through the path that you sent in Phase 1. This would be the "Go" you may be referring to, where the hitter has already gone beyond mental commitment and has decided this is going to be a full turn/swing. I would also say that yes, this is the point at which you turn the barrel as fast as possible to meet the incoming ball.

Yeah, I know - we all have different "phases" and labels for such sequencing.
