My guess, is its a Hand load drill. He is exaggerating Hand loading. Again its just a guess.

The drill are pretty obvious to me. The focal points are staying back and the bottom GIF is him protracting the scap and making an exaggerated effort to do so.
If you are looking at this like its a REAL SWING then yes the hesitation isn't good, But that's not what hes doing here. I find that slowing it down, exaggerating the separation is helpful to youth hitters that otherwise would not feel this stretch!

I've often done a version of the orange-pant swing with kids to get them to feel the stretch/load they may not otherwise feel/understand. I make sure to tell them we are adding a pause in their swing as a drill, to help them feel something, and that we NEVER want a pause in a real swing (well, except maybe to sit and streeetttcchhh on a changeup -- a mechanic you can start to add with this drill as well, I think....).
The blue-pant swing is interesting in terms of doing it while on one foot, not yet at toe-touch. For Manny it's about feeling and emphasizing something he knows already and wants to optimize within his swing. For kids, IMO, it's about helping them feel it for the first time and start to build it into their swing.

Yes it is called hesitation drill. I did it in my online course with BR too.
It is to work on a good tilted rotation axis and front leg stabilization. You want the first pull on the upper body from the rear hip but the front leg needs to stabilize and push back a little.
