Also could be wrong but I think I heard somewhere that the 04 05 RT's were banned from NCAA play. What does that tell you about the later year RT's when people say they are all the same?

I doubt that. To my knowledge, at least currently, I believe NCAA is going off the 2004 ASA mark. But they've sent out a release that they could possibly ban some bats from NCAA play, that are still ASA legal. No bats have been singled out as of yet that I've heard. I wish Steve from Anderson posted here. He had posted once that the Rocketechs didn't increase in exit speed over time, like some composites do. That is what the NCAA is looking to go after.

He's actually the CEO/chief design engineer and posts as Tumblebug elsewhere. Its refreshing today that someone in his capacity is open to sharing his knowledge and opinions; however, he likely won't answer to Steve without an N at then end! And no FP RTs are on the NCAA, ASA, NFHS etc. banned bat lists. The release of an end-loaded FP Nanotek is much anticipated!
