I don't think it matters at all. The collision is ao short that exerted force during contact doesn't matter much.
In fact jason ochart from driveline told me many high level hitters he measured peak batspeed slightly before contact and actually decelerate before contact.
Probably not ideal but doesn't prevent them from reaching 100+ mph of exit velo.

Peak barrel velocity does occur just prior to impact.
