It can seem like a negative in that it's generally used for players/teams that lack pure natural ability. With that said it's always meant as a compliment. Someone is saying your kid give it her all and will do what it takes to win.
Going to do what ever it takes to win. Pete Rose comes to mind.

DD plays for a team called Scrappers. Does that make her scrappy? I would take it as a compliment to be called scrappy.
