Is her bat too light?

Based on the size of your DD, I would definitely recommend moving up to a 32. I know kids often like to stay with what they're familiar with, but if it's costing them performance, it's not the best choice. Try to get to pay attention to the improvement in results, if you can, and maybe that will help.

The idea of new tape is a good plan for a hand-me-down.

Get her into a 32" and around 22 ounces.

Simply moving to a longer bat, the swing weight is increased, even if it weighs exactly the same.

Other things to consider, are bats balanced? End loaded? Slapper? As the weight is moved away from the hands, the swing weight is increased.

My DD started to use a hand me down from her older sister, 2015 Xeno 32/21. It feels better than the CF7 32/22. Plus I took a few swings with the CF7, I feel like I am hitting practice balls when using it??? Much be a lot of Flex or something or high compression? Anyway, anyone have any thoughts on the Xeno 32/21? I don't mind getting her a new bat, but if this one still has life then it worked well for my older DD
