I need a suggestion for a bat for a 16 year old.

She is a strong, athletic, girl. Aprox. 5'7' and 150 pounds.

We'd like a quality, but affordable bat.

Can I get some suggestions for length, drop, and brand & model?

What has she used in the past? It really depends on taste and what she likes. You can't go wrong with Louisville Slugger Xeno or LXT, Easton Stealth Flex or Mako, Demarini CF series, Marucci or Rawlings bats. It really depends on what feels the best in her hands. With her height I would definitely start with a 33/23 and go from there. If you're looking for a bargain, look for previous years models. The Combat Maxum can be had for $100 or less. A lot of this also depends on your DD's experience and skill level.

I'd say minimum 33/23 and maybe a drop 9 if you are looking LXT. I'd look for one of last years bats. You can usually get them for 1/2 price or better if you are willing to deal with Ebay.

PM me if you'd consider used. We have an extra Mako 33/23 collecting dust.

She's fast so she traditionally has batted lead off, but this year she is batting 3rd. So I guess that would make her experienced and skilled. She wants to switch to a 33 inch bat so I'm looking for suggestions.

That bat is WAY to small and light for your DD. For comparison, my DD is 12yo, 5'-4", 138lbs, and is in the process of transitioning from a 32/22 to a 33/33. Not one player on my DD's 12U swings a -12 bat.

A player the size of your DD might be able to handle a 34/24 very easily. However, since she is coming from a much smaller size, making that big a jump will likely be detrimental to her swing speed. The recommendations for a 33/23 are probably your best path, but expect some adjustment time to the new length and weight.
