Are there any NSA USSSA USA rules about tracking pitches during tournaments? What about communicating the information back to the dugout? I.e., where other team pitcher is hitting spots where your team is etc?

Yes...

USSSA Rule 11, Sec 2, J
RULE 11. SPORTING BEHAVIOR
Sec 2.A coach, player, substitute, attendant or other bench personnel shall not:
J.Be outside the designated dugout/bench or bullpen areas unless they are a batter, runner, on-deck batter, in the coach’s box or one of the nine players on defense.

If you are charting pitches and relaying that information for use by the coaches, you are bench personnel or a coach or other participant and must be in the dugout. If you are just doing it for later use, probably not going to be an issue but the moment you relay this information during a game it is...

Thanks I was wondering after seeing this done.. Watch someone chart the inning and then a beeline to behind the bench after the inning.

In NFHS Rule 3.6.6 & 2-59

Rule 3.6.6
Only the batter, runner(s), on-deck batter, coaches in the coach's box, bat/ball shaggers or one of the nine players on defense (S.P. 10) are permitted to be outside the designated dugout/bench or designated warm-up areas. (3-5-7)

Rule 2-59
Team personnel consist of all school representatives located in the team dugout, including but not limited to coaches, managers, certified athletic trainers and scorekeepers.


Again, if you are conveying information, illegal. If you are just a fan and doing it and not communicating it to the dugout for their use, legal.

Happens all the time at the 10U tourneys we are in. Helpful parents passing on data to the dugout, trying to be helpful.

Instead of pitch location/movement, how about pitch speed via radar during intra-inning warmup? Still illegal, or only pitch location during the inning?

Also illegal. And hilarious. Softball Dad's............ Yikes. As if a plastic trophy or $7 ring is worth all that. Just let the girls play ball and have some fun. No need to turn it into a MLB experience.

All legal unless you convey the information to the dugout.

Anyone not directly involved in the game can do pretty much whatever they like as long as it is not used in the game being played right now.
For example you could do all this and AFTER the game you can take all the info to the coaches as scouting info for the next game. That is all good. You can scout an upcoming opponent, etc, etc....
