There's a few things right about it as well. The batter had a 3-2 count, so she did a great job of putting the bat on the ball with an iffy pitch

The pitcher should have been corrected long ago. Years of bad coaching

The crow hopping irks me more because it is rarely called. The stepping out of the box is probably just an honest mistake, but it is more likely to get called than the crow hop.

From a rule standpoint, it should be a "no pitch" and a ball to the hitter (runners advance). The illegal contact from the hitter can't occur if there is "no pitch".

Most lefty slappers who step out of the box know they do it and will get away with it as long as they can. DW has 100's of pictures over the last 8 years of lefty slappers out of the box and never called. One game last spring in HS every lefty slapper was out of the box and never called.

IP is a delayed dead ball not "no pitch". The offense would get a choice which if the batter was called out would probably be to take the penalty of the IP.

Illegal pitch, add a ball to the count and advance all baserunners 1 base.
What the batter does is irrelevant because the ball is dead as soon as the pitcher hops off the rubber.
Blues need to call this more, it shouldn't be allowed sometimes or discretionary, its black and white, rear foot leaves the ground before the ball is released from their hand, pitch is illegal. Call it or get an ump that will.
