NCAA softball rules are already so different than every other rule set it is ridiculous. If they institute all of the changes they are proposing it wont even be softball anymore. Based on what they are proposing no fielder could ever be in the basepath or in front of a base without the ball regardless of where the runner is. And calling a batter out when any part of the foot is beyond the batters box line at contact? Ok, have fun with that one.

That's great!

Interesting to see "Data Tracking" devices installed on/in bat knobs...For televised games, Are they going to give instant data return on hit balls like Hit Trax for Pro Baseball?

I always thought "about to receive" was too ambiguous. you either have possession or not. you cant block the base until you have possession. runner is still responsible for avoiding collision. I like the obstruction definition change and thought everything else was reasonable except the batters box business.

Would love to see them enforce some of the rules they already have in place, like illegal pitches

After a couple of questionable obstruction calls and non-calls in the WCWS they definitely needed to clarify the rule!
