I watched a 10u pitcher hit 51 mph consistently on my pocket radar this weekend. She was a crowhopper and everybody complained but the umpire did absolutely nothing.

We played a team with a hopper a few weeks ago. Normally I can let it go if it's not blatant. This one was bad. I pointed it out to the HC and he went and said something to the ump. He was told they would keep an eye on it. She hopped the whole next inning without a word said. HC went back out and talk to the umps. He even showed them where you could see the large gap in the dirt from where her foot left the plate and then landed and drug a couple of feet away. The ump told him they couldn't do anything and that she was only doing it because there was a hole in front of the plate. HC asked why our girl was able to drag then. No reply from the umps. The next inning HC found the TD and talked to him. TD watched and then went and talked to the umps. Still no IP calls and no explanation of why. We play 12A and I honestly think these umps felt like they couldn't call IP's on a "young girl" but wouldn't come out and say it.

Our first game during the All-Star season, in the first inning, both our pitcher and our opponent's pitcher kept getting IPs called on them. It wasn't for hopping - I think they were dragging their foot outside the lines (I honestly am not sure what other IPs there are - the hopping is the only one I can usually even see).
Hurt us a bit since it allowed a walk and then a run to score. Our pitcher fixed it finally and haven't had it called on us since.
Strange since all during the regular season, I can't even remember any IPs.
I didn't even know about the base advance the first time since when I score with GC I have to actually move the runner and add a note as to why they advanced :/

Umps around here are challenged to keep track of balls and strikes or how many are out; not sure whether them starting to notice IPs is in the cards...

The one we see called most often is the "double-tap" (bringing the hands together, separating, and then bringing the hands together again). This is largely due to having only one ump most of the time, and they have a hard time seeing leap/crow-hop issues.

There is an option for an illegal pitch on GC and iScore and it asks if the runner should advance.

Was in a large showcase last weekend and was shocked when told at each plate meeting that the first IP would get a warning and then it would be called. Asked an umpire about it and was told that they are tired of the noise about it. I think they want to do their job just need the TD's and skippie enablers to get out of their way.

Did you ask what other rules violations they would give a warning first before calling it...say catcher's interference?
