Umpire question - Generally speaking

Who typically makes the call. Twice now we have had a girl called out of the box while slapping. She had just learned to slap and laid down a nice one but the home plate umpire called her out of the box. I noticed it was the second pitch and I thought he was "looking to make that call". I wasn't sure if she was in or out but that is not the question and I did not argue that. It just seemed odd to me that the home plate umpire can watch the pitchers feet, call a ball or strike and also see the slappers feet. Is this typically the home plate umpires call or the field umpire.

So, about two weeks later we have another game with the same umpire at the plate. I was hesitant about slapping but this girl had worked so hard at it. I asked one of her parents to record the attempts so we can see if she is in or out and if out, then we need to work more on her footwork.

Just looking for an opinion here.

I think it is home umpires call, that is one of the reasons it is not called very offten they have a lot going on.

At least from what I have observed it has to be pretty blanted.

It is the plate umpires call, the base umpire would have no credibility in making that call from 70-80' away and viewing from ground level.

Some out of the box infractions are very easy to see, some arent. It depends on the pitch location and where the batter is stepping out of the box. High outside pitch where the batters foot is barely outside the line, very hard to see. Pitch right down the middle belt high and the batter plants their foot directly in front of home plate, very easy to see. Batter stepping out the front of the box is harder to see and again pitch location can make it even more difficult.

Already been said but it is the plate umpire's call. I have seen it called by the field ump a couple of times, but in both cases it was so blatantly obvious the player was out of the box when contact was made and the plate umpire missed it... Both times there were no runners on and the field ump was on the 1B line...
