I do not think the batter needs to pull the bat back, they need to make an attempt at the ball for it to be a strike.

A attempt needs to be made in order to call a strike in USA SB rules, an attempt does not have to be made to call a strike in NFHS and NCAA rules.

I'm not sure on all the other alphabets.....

Just to be clear though when the umpire calls or signals the count that is the official count unless you protest before the next pitch is thrown.

In USA softball, the count can be corrected up until a pitch is thrown to the next batter. There is a clarification about a batter who hit a home run after they should have walked or been out on strikes, cant remember which but the count was found to be wrong prior to a pitch to the next batter. The count is corrected, the at bat is negated and runners returned to bases occupied at the time of the hit.

She stabbed at it and left the bat way out over the plate. It was definitely a strike. He said as much when DH asked him. Point is, it's not a big deal to make a bad call now and then. When umpires handle it the way he did, nobody gets upset. Or at least, nobody reasonable does. I guess reasonable is sometimes in short supply though.
