we had a summer league game, and our umpire was very old.
8u girl teams
girl has to be half way or more to progress to base unless pitcher gets ball in circle before then they have to go back appropriate base.
even though they weren't half way their coaches said outloud keep running the ump is to old and they wont get caught. really ! frustrated over this

Frustrating, yes. But it is 8u and if your DD keeps playing, you have many more years of insanity ahead of you. Tell your kiddo she did great and get her some ice cream after the game and don't put any more thought into it.

You'll be happier.

We use things like that as a teaching moment. To me that's the best thing about sports anyway. Yes, the hand-eye coordination is great too but I love all the valuable opportunities for life lessons. In life people "cheat" all the time. Learning how to handle that at ages 7 and 8 is a great thing IMO. Of course we'd rather everyone is fair but they're not, in softball or in life. We're only first year 10U and we've already seen a lot worse so brace yourself ;)

It that a written local rule or just kind of the way it is played?

If just kind of the way it is make sure that before the game everyone agrees that is the rule or you will be frustrated all year.

I do not care too much what the rules are but I want to know what they are before the game starts.

I always ask away umpires for their interpretation of the continuation rule because most of them have it wrong. But I want to know how they rule it and play accordingly.

Once in 13U(an odd league rule) Fall ball we played a team that was stacked with 2/3 of the 12U All-Star team from that summer. We did have 4 of the 10U
All-Stars from that summer including DD so it wasn't like we had no players. Anyway we were playing them and we had a kid who was trying to learn how to
catch, but was struggling. They told their kids if they had 2 strikes to swing at anything low so they could get a D3K and were so proud they came up with that
tactic. They didn't cheat, but I'm sure all the kids will look back fondly at those at bats when rather than try and get a hit the struck out on purpose. The next inning
we put one of our regular catchers in to shut it down.

What is a "continuation" rule? Must be something local

I wish it were true that coaches are all that are needed in 8U. I'm done with 8U but I remember all too well that way too many 8U coaches take the game way too seriously and will bend/ignore the rules to get a win.
