Very geography dependent. Ask teams and coaches who are fairly local to you, or call the org's TD and ask for a list of teams who entered recent tournaments.
Varies by age as well. Many teams at 16u run around playing "showcase" events and less of the abc's.
A reasonable alternative if coach could network and get other schools on board would be to forego the IHSA state tournament and put together your own post-season city tourney. Make it a big deal for these less fortunate programs.

Keep them all and schedule a few jV games as well. A few of the players who are of intermediate talent can crossover. If there are already MS teams in place, then having a jV squad this year will help with future growth, hopefully with bigger and better waves coming in each year.
