Because it's not an illegal pitch or because it's rarely called?
Looks like it meets the definition, but looking for clarification.

Should it be called an illegal pitch? Yes.
Would it be called? No.
Easy to see the drag foot lose contact with the ground if you pause the video, but not in real time. She also must drag the toe with some of her pitches because you can see the drag line from the rubber.

Illegal
Mainly because it’s never called. Also the replant is there but a secondary push off isn’t there. The lead foot is already down.
Sorry China but I have to disagree with you on this one. Play it in slow motion and you can clearly see that the lead foot is not down, there is a secondary push off and therefore an illegal pitch. I do agree that it won't be called.
In my experience, ALL depends on the ump! For some umpires, the illegal pitch is “their” thing, they look hard for it and they love to call it! For other umps it’s just not and they never call it.
May be some umps here who disagree with me on this but again, that’s been my experience many times!
In last years State Championship the field ump called 15 illegal pitches on the pitcher we were playing, me and my other coach tried to find something she was doing wrong? She wasn’t, the whole thing was a joke, had I been her coach I would have got to enjoy the rest of the game from the parking lot!
