If a pitch hits the dirt on the way to the plate can it be a strike?

Just curious. A pitcher threw a pitch that bounced in the dirt in front of the plate. Batter didn't swing since it was in the dirt, umpire called it a strike.

Does the pitch have to make it through the zone on the fly, or is it allowed to bounce?

NFHS, Rule 2-56 Article 1, Definition of a strike:
A strike is any pitch that either enters the strike zone without first touching the ground or is swung at by the batter and missed.

Is that pretty much the same for all rule sets? This was USA Softball rules.

Since the strike zone is over the plate, a pitch that bounces in front of the plate can't be a strike.

Which is what I thought, but when DD's coach tried to ask for clarification on the call the umpire agreed that the ball bounced but he said that after the bounce the ball came through the strike zone.
